How EFT Collections Work in South Africa

Mandate authorisation

The debtor authorises a mandate — via DebiCheck authentication on their banking app, USSD, or ATM — confirming the collection amount, date, and frequency.

Mandate registration

The mandate is registered as an RM (Registered Mandate) in the banking system. RMS providers can manage this on your behalf if you handle large volumes.

Collection submission

On the collection date, the business submits EFT debit instructions to PayInc (BankservAfrica) via their bank or payment service provider within PASA cut-off times.

Clearing & settlement

PayInc (BankservAfrica) clears the instructions. Funds settle into the business's account within 1–2 business days. Account Tracking prevents failures from changed account details.

What is EFT collections and how does it work in South Africa?+
EFT (Electronic Funds Transfer) collections is the process of electronically debiting a client's bank account on a scheduled date to collect a recurring payment — such as a monthly insurance premium, loan instalment, or subscription fee. The business submits a debit instruction to PayInc (BankservAfrica) via their bank or a payment service provider. The instruction is cleared and the funds are settled into the collecting business's account, typically within 1–2 business days. PASA governs the rules for EFT collections including dispute windows, early debit order (EDO) timings, and return reason codes.
What is DebiCheck and why is it mandatory for new debit orders?+
DebiCheck is an authenticated debit order system introduced by the South African Reserve Bank (SARB) and PASA to combat the high rate of disputed debit orders. Before a DebiCheck mandate can be activated, the account holder must authenticate it via their bank's app, USSD, ATM, or branch. The authentication confirms the amount, collection date, and frequency — creating a verified, tamper-evident mandate. Once confirmed, only collections that match the authenticated mandate terms can be processed. All new debit orders in South Africa are required to use DebiCheck under the PASA migration programme.
What is the difference between RM and RMS in South African debit orders?+
RM (Registered Mandate) refers to the digital mandate record itself — the formal authorisation given by a debtor to allow a creditor to debit their account under agreed terms. RMS (Registered Mandate Services) refers to the outsourced service offering provided by third-party providers to manage mandate registration, storage, tracking, amendments, and dispute resolution on behalf of collecting businesses. Large businesses often use RMS providers to handle mandate administration at scale, reducing operational risk and ensuring PASA compliance.
Why does Account Tracking matter for EFT collections?+
Account Tracking monitors changes to a debtor's bank account details — including account number, branch code, account type, and account status — across the South African banking system. When a client switches banks or closes an account, their collections will fail without updated details, leading to return item fees, cashflow disruption, and manual rework. Account Tracking services proactively notify collecting businesses of changes so mandates can be updated before the next collection run, reducing failed EFT rates and protecting revenue.
